BAB I
PENDAHULUAN
1.1            Latar Belakang
Pancasila adalah dasar negara sekaligus pandangan hidup bagi setiap masyarakat Indonesia tidak peduli pemerintah atau rakyat jelata sekalipun. Dasar berarti material pembangun fundamental dimana segala hal atau kebijaksanaan dalam pemerintahan harus selalu merujuk kepada Pancasila guna menciptakan fundamental yang kuat.
Namun, sayangnya akhir-akhir ini banyak sekali oknum yang mengabaikan nilai-nilai luhur Pancasila. Maraknya Korupsi, Kolusi dan Nepotisme merupakan bukti bahwasanya banyak masyarakat Indonesia yang telah jauh menyimpang dari Pancasila. Tanda tanya besar, mengapa hal seburuk itu bisa terjadi? Jawabannya adalah disebabkan kurangnya pengetahuan agama sehingga tidak ada kereligiusan yang seperti terkandung dalam Pancasila. Selain itu, minimnya pemahaman nilai, norma dan moral semakin menambah kuantitas penyelewengan nilai-nilai Pancasila. Dalam dunia pemerintahan pun tidak sedikit dari masyarakat Indonesia yang kurang memahami etika perpolitikan.
Oleh karena itu, pembuatan karya-karya yang menekankan dalam bidang nilai, norma, moral dan etika politik sangat dibutuhkan. Wujud dari kepedulian agar masyarakat Indonesia memahami lebih jauh Pancasila yang merupakan pandangan hidup mereka adalah dengan mengantarkan karya sederhana ini yang Insya Allah dapat membantu supaya Pancasila senantiasa teraplikasi pada setiap diri masyarakat Indonesia.


1.2            Tujuan
            Pentingnya penerapan nilai, norma, moral dan etika politik telah membuka mata hati kami sehingga ambisi yang meletup-letup untuk menyusun sebuah karya pun muncul. Berawal dari niat sederhana kemudian melahirkan karya sederhana yang semoga saja dapat membantu saudara-saudara setanah air untuk memahami nilai, norma, moral dan etika politik sehingga dapat mengaplikasikannya.

PEMBAHASAN
PANCASILA SEBAGAI ETIKA POLITIK
2.1 Pengertian Nilai, Norma dan Moral
·        Pengertian Nilai
Nilai atau “value” termasuk bidang kajian filsafat. Persoalan-persoalan tentang nilai dibahas dan dipelajari salah satu cabang filsafat nilai (Axiology, Theory of value). Filsafat sering juga diartikan sebagai ilmu tentang nilai-nilai. Istilah nilai dalam bidang filsafat dipakai untuk menunjuk benda abstrak yang artinya “Keberhargaan” (worth) atau kebaikan (goodness), dan kata kerja yang artinya suatu tindakan kejiwaan tertentu dalam menilai atau melakukan penilaian (Franke, 1987:229)[1].
Di dalam Dictionary Of Sosciology and Related Sciences di kemukakan bahwa nilai adalah kemampuan yang dipercayai yang ada pada suatu benda untuk memuaskan manusia. Sifat dari suatu benda yang menyebabkan menarik minat seseorang atau kelompok (The believed capacity of any object to statisfy a human desire). Jadi, nilai itu pada hakikatnya adalah sifat atau kualitas yang melekat pada suatu objek, bukan objek itu sendiri[2].
Menilai berarti menimbang-nimbang dan membandingkan sesuatu dengan yang lainnya untuk kemudian mengambil sikap atau keputusan. Hasil pertimbangan dan perbandingan itulah yang disebut nilai. Karena ada unsur pertimbangan dan perbandingan maka objek yang diberi penilaian tersebut tidak tunggal. Artinya, suatu objek baru dikatakan bernilai tertentu apabila ada objek serupa sebagai pembandingnya[3]. Objek di sini dapat berupa sesuatu yang bersifat fisik atau psikis, seperti benda, sikap atau tindakan seseorang.

·        Pengertian Norma
Nilai pada dasarnya bersifat subjektif, sehingga nilai tidak mudah dijadikan panutan prilaku bagi seseorang atau masyarakat. Agar nilai (Sistem nilai) dapat diangkat kepermukaan, maka perlu ada wujud nilai yang lebih kongkret. Kongretisasi dari nilai inilah yang disebut sebagai (menghasilkan) norma. Dapat terjadi bahwa norma tidak hanya mengandung satu nilai saja, tetapi dapat lebih dari satu nilai. Sekalipun demikian tidak ada norma yang tidak mengandung nilai[4]. Dengan demikian dapat dikatakan bahwa, norma adalah penjabaran dari nilai sebagai penuntun perilaku seseorang atau masyarakat.
Pengertian lain dari norma adalah petunjuk tingkah laku (perilaku) yang harus dilakukan dan tidak boleh dilakukan dalam kehidupan sehari-hari, berdasarkan suatu alasan (motivasi) tertentu dengan disertai sanksi[5].
·        Pengertian Moral
Istilah moral berasal dari kata latin “mores” yang berarti norma-norma baik buruk yang diterima umum mengenai perbuatan, sikap, kewajiban, budi pekerti, akhlak ataupun kesusilaan manusia. Di dalam bidang filsafat, moral mempersoalkan kesusilaan mengenai ajaran-ajaran yang baik dan buruk. Manusia berkewajiban mempelajari dan mengamalkan ajaran-ajaran moral tersebut, agar di dalam pergaulan dengan sesama manusia dapat terjalin suatu hubungan yang baik.
Menurut Kamus Besar Bahasa Indonesia, moral adalah (ajaran tentang) baik buruk yang diterima umum mengenai perbuatan, sikap, kewajiban, dan sebagainya; akhlak; budi pekerti; susila. Jadi bermoral berarti mempunyai pertimbangan baik buruk, berakhlak baik[6].
Dapat disimpulkan bahwa moral merupakan ajaran baik dan buruk tentang perbuatan dan kelakuan (akhlak). Jadi, moral membicarakan tingkah laku manusia atau masyarakat yang dilakukan dengan sadar dipandang dari sudut baik dan buruk sebagai suatu hasil penilaian.

2.2 Hubungan Nilai, Norma, dan Moral
            Sebagaimana telah dijelaskan bahwa nilai adalah kualitas dari sesuatu yang bermanfaat bagi kehidupan manusia, baik lahir maupun bathin. Dalam kehidupan manusia nilai dijadikan landasan, alasan, atau motivasi dalam bersikap dan bertingkah laku baik disadari maupun tidak.
            Nilai berbeda dengan fakta di mana fakta dapat diobservasi melalui suatu verifikasi empiris, sedangkan nilai bersifat abstrak yang hanya dapat dipahami, dipikirkan, dimengerti, dan dihayati oleh manusia. Nilai dengan demikian tidak bersifat kongkret yaitu tidak dapat ditangkap dengan indra manusia, dan nilai dapat bersifat subjektif maupun objektif. Bersifat subjektif manakala nilai tersebut diberikan oleh subjek dan bersifat objektif jikalau nilai tersebut telah melekat pada sesuatu, terlepas dari penilaian manusia[7].
            Agar nilai tersebut menjadi lebih berguna dalam menuntun sikap dan tingkah laku manusia, maka perlu lebih dikongkritkan lagi serta diformulasikan menjadi lebih objektif sehingga memudahkan manusia untuk menjabarkannya dalam tingkah laku secara kongkrit. Maka wujud yang lebih kongkrit dari nilai tersebut adalah merupakan suatu norma.
            Selanjutnya, nilai dan norma senantiasa berkaitan dengan moral dan etika. Istilah moral mengandung integritas dan martabat pribadi manusia. Derajat kepribadian  seseorang amat ditentukan oleh moralitas yang dimilikinya. Makna moral yang terkandung dalam kepribadian seseorang itu tercermin dari sikap dan tingkah lakunya. Dalam pengertian inilah maka kita memasuki wilayah norma sebagai penuntun sikap dan tingkah laku manusia[8].
2.3 Etika Politik
·        Pengertian Etika
Sebagai suatu usaha ilmiah, filsafat dibagi menjadi beberapa cabang menurut lingkungan bahasanya masing-masing. Cabang-cabang itu dibagi menjadi dua kelompok bahasan pokok yaitu filsafat teoritis dan filsafat praktis. Etika termasuk kelompok filsafat praktis. Etika merupakan suatu pemikiran kritis dan mendasar tentang ajaran-ajaran dan pandangan-pandangan moral. Etika adalah suatu ilmu yang membahas tentang bagaimana dan mengapa kita mengikuti suatu ajaran moral tertentu, atau bagaimana kita harus mengambil sikap yang bertanggung jawab berhadapan dengan berbagai ajaran moral (Suseno, 1987)[9].  
Etika berkaitan dengan masalah nilai karena etika pada pokoknya membicarakan masalah-masalah yang berkaitan dengan predikat nilai “susila” dan “tidak susila”, “baik” dan “buruk”. Sebagai bahasan khusus etika membicarakan sifat-sifat yang menyebabkan orang dapat disebut susila atau bijak. Kualitas-kualitas ini dinamakan kebijakan yang diwakilkan dengan kejahatan yang berarti sifat-sifat yang menunjukkan bahwa orang yang memilikinya dikatakan orang yang tidak bersusila. Sebenarnya etika lebih banyak bersangkutan dengan prinsip-prinsip dasar pembenaran dalam hubungan dengan tingkah laku manusia (Kattsoff, 1986). Dapat juga dikatakan bahwa etika berkaitan dengan dasar-dasar filosofis dalam hubungan dengan tingkah laku manusia[10].
·        Pengertian Politik
Pengertian “politik” berasal dari kosa kata “politics” yang memiliki makna bermacam-macam kegiatan dalam suatu sistem politik atau negara yang menyangkut proses penentuan tujuan-tujuan dari sistem itu dan diikuti dengan pelaksanaan tujuan-tujuan itu. Berdasarkan pengertian-pengertian pokok tentang politik maka secara operasional bidang politik menyangkut konsep-konsep pokok yang berkaitan dengan negara (state), kekuasaan (power), pengambilan keputusan (decision making), kebijakan (policy), pembagian (distribution), serta alokasi (allocation) (Budiardjo, 1981: 8,9)[11].
·        Etika Politik
Setelah penjelasan kedua poin di atas, maka tibalah pada intisari penting, yaitu etika politik. Secara substantif pengertian etika politik tidak dapat dipisahkan dengan subjek sebagai pelaku etika, yakni manusia. Oleh karena itu etika politik berkaitan erat dengan bidang pembahasan moral. Hal ini berdasarkan kenyataan bahwa pengertian “moral” senantiasa menunjuk kepada manusia sebagai subjek etika. Dapat disimpulkan bahwa dalam hubungannya dengan masyarakat bangsa maupun negara, etika politik tetap meletakkan dasar fundamental manusia sebagai manusia. Dasar ini lebih meneguhkan akar etika politik bahwa kebaikan senantiasa didasarkan kepada hakikat manusia sebagai makhluk beradab dan berbudaya.
Berdasarkan suatu kenyataan bahwa masyarakat, bangsa, maupun negara bisa berkembang ke arah keadaan yang tidak baik dalam arti moral. Misalnya suatu negara yang dikuasai oleh penguasa atau rezim yang otoriter. Dalam suatu masyarakat negara yang demikian ini maka seseorang yang baik secara moral kemanusiaan akan dipandang tidak baik menurut negara serta masyarakat negara. Oleh karena itu aktualisasi etika politik harus senantiasa mendasarkan kepada ukuran harkat dan martabat manusia sebagai manusia (Suseno, 1987: 15)[12].

2.4 Hubungan Etika Politik dan Pancasila
            Dalam kaitannya, pancasila merupakan sumber etika politik itu sendiri. Etika politik menuntut agar kekuasaan dalam negara dijalankan sesuai dengan asas legalitas (legitimasi hukum), secaraa demokratis (legimitasi demokratis), berdasarkan prinsip-prinsip moral atau tidak bertentangan dengannya (legitimasi moral). Pancasila sebagai suatu sistem filsafat memiliki tiga dasar tersebut
            Penyelenggaraan negara baik menyangkut kekuasaan, kebijaksanaan yang menyangkut publik, pembagian serta kewenangan harus berdasarkan legitimasi moral relegius (sila I) serta moral kemanusiaan (sila II). Selain itu dalam pelaksanaan dan penyelenggaraan negara harus berdasarkan legitimasi hukum yaitu prinsip legalitas. Negara Indonesia adalah negara hukum, oleh karena itu “keadilan” dalam hidup bersama (keadilan sosial) sebagaimana terkandung dalam sila ke V. Negara adalah berasal dari rakyat dan segala kebijaksanaan dan kekuasaan yang dilakukan senantiasa untuk rakyat (sila VI)[13].
            Prinsip-prinsip dasar etika politik itu telah jelas terkandung dalam Pancasila. Dengan demikian, Pancasila adalah sumber etika politik yang mesti direalisasikan. Para pejabat eksekutif, legislatif, maupun yudikatif, pelaksana aparat dan penegak hukum harus menyadari bahwa selain legitimasi hukum dan legitimasi demokratis juga harus berdasar pada legitimasi moral yang memang pembentukan dari nilai-nilai serta dikongkretisasi oleh norma.

PENUTUP
3.1  Kesimpulan
            Nilai adalah kualitas dari sesuatu yang bermanfaat bagi kehidupan manusia, baik lahir maupun bathin. Sedangkan norma adalah perwujudan kongkrit dari nilai. Nilai dan norma, keduanya berkaitan dengan moral dan etika. Moral merupakan baik buruk yang diterima umum mengenai perbuatan, sikap, kewajiban, dan sebagainya; akhlak; budi pekerti; susila serta etika ialah pemikiran kritis dan mendasar tentang ajaran-ajaran dan pandangan-pandangan moral.
            Etika politik adalah suatu pemikiran kritis tentang moral yang cakupannya kepada legitimasi hukum, legitimasi demokratis, dan legitimasi moral. Ketiga legitimasi ini dimiliki oleh Pancasila dimana Pancasilalah sumber etika politik itu sendiri.
            Kelima sila masing-masing merupakan prinsip-prinsip etika politik. Masyarakat Indonesia baik pemerintah ataupun rakyat jelata mesti merealisasikannya. Hal yang terpenting dan tidak boleh dilupakan dalam merealisasikannya adalah moral. Tanpa moral maka realisasi kemungkinan akan menyimpang. Oleh karena itu, moral (legitimasinya) sangat berpengaruh sebab moral di bentuk berdasarkan nilai-nilai serta dikongkretisasi oleh norma.
3.2 Kritik dan Saran
            Dewasa ini, banyak sekali penyimpangan-penyimpangan nilai-nilai Pancasila yang terjadi. Salah satunya adalah Korupsi, Kolusi dan Nepotisme. Hampir seluruh instansi pemerintah menderita penyakit keuangan ini. Bahkan instansi pemberantasnya sendiri pun tak lepas dari kasus ini.
            Tentu saja, realita seperti ini sangatlah memprihatinkan. Penyebabnya tidak lain dikarenakan kurangnya kerelegiusan dan kesadaran hukum. Dalam hal ini etika politik yang bersumber dari Pancasila nyaris dilupakan serta diabaikan. Jikalau saja etika politik benar-benar tak berbekas lagi di masyarakat, kita tinggal menunggu saja detik-detik kehancuran Ibu Pertiwi ini. Nau’dzubillah…
            Untuk mengatasi problema di atas, masyarakat Indonesia hendaknya kembali menyadari nilai-nilai luhur pancasila yang merupakan pandangan hidup dan dasar negara. Mulai menata kehidupan dengan merujuk Pancasila, mengaplikasikannya dalam kehidupan sehari-hari. Menyadari arti kehidupan dunia  yang memang sementara dan ingat bahwa ada kehidupan abadi setelahnya serta memahami hak dan kewajiban yang mesti diambil dan dituntut guna menciptakan akhlak mulia terhadap setiap individu masyarakat Indonesia.
